I think that some people have forgotten about the fact that evil or not, Neal loves Tamara. He chose to leave Emma, move on, and get engaged to someone else. If his love for Emma was so strong, first of all he wouldn’t have left her in the first place, and secondly he sure as hell wouldn’t have gotten engaged to somebody else, meaning choosing to spend the rest of his life with that person. NOT Emma. Now, even if he did still have feelings for Emma and he eventually found out that Tamara played him all along, I would still loathe the thought of him trying to win Emma back. Because he didn’t do it when he still had the chance to do it genuinely, she would simply be a rebound for him after being hurt by Tamara. She would be his second choice and I would HATE that for Emma, and it would truly be out of character for her to just go back to Neal after everything he’s done to her and after he was engaged to another woman just a few days before. Emma deserves to be someone’s first choice from the start, I don’t want ANYONE to settle for her. As an Emma stan, seeing that would just rip my heart out to be honest. It would be humiliating for someone to just settle for her. Neal didn’t even fight for her, for god’s sakes. That is the major reason why Hook would make Emma feel in a way that Neal never would anymore; desired. He would show her what means to be chosen, he would make her understand that people don’t always leave you, and most of all he would show her how does it feel like when a man fights for a woman. That is the kind of epic love that Emma deserves, not some dude betraying her, getting engaged to someone else, and then trying to win her back just because it’s the easy way to go. Hook is a fighter, just like her. We already know that up that beanstalk she would ALWAYS have been his first choice hadn’t she betrayed him. Even if she was less powerful than Cora and he knew her for just a bunch of hours, he still trusted her. He honestly wanted to leave with her and you could see the pain in his eyes when she abandoned him there, and you could also see Emma’s pain in doing so because she knows what it feels like to be left behind. When he told her that he wouldn’t have abandoned her, he meant it, and she actually looked shocked and surprised, because she’s not used to that. She doesn’t believe it. Emma still has a lot of healing to do, but Hook is the only one who can help her mend those wounds and show her what fighting for someone and loving them with all you have truly means. Just give it time and you’ll see.

Never mind the fact that there hasn’t even been a hint of romance between Emma and Neal in the present day, Neal knew Emma was in Storybrooke and going to break the curse before he met Tamara. Therefore he’s already made his choice and him going back to Emma once Tamara shows her true colours would just be insulting. She deserves better.
